CatPencil is an extremely unknown and mysterious creature, possessing abilities that exist far beyond the limits of human comprehension. Despite his incomprehensible origins and seemingly impossible powers, CatPencil has shown a surprising interest in ordinary human activities, particularly the preservation and expansion of knowledge. In his free time, CatPencil spends a considerable amount of effort contributing to THE WIKIPEDIA in both English and Turkish. His edits are primarily focused on topics involving governments, wooh, scary!!, politics, international organizations, elections, constitutions, legal systems, and other institutional subjects that most reasonable individuals would probably avoid researching for entertainment.

History

On March 24th, 1987, scientists at the SCP Foundation containment facility were conducting a new type of experiment involving the Mixer anomaly, an unusual object capable of combining two separate entities into a single, unified form. After several rounds of testing and analysis, researchers entered the final stage of the experiment, where they selected a common household cat and a standard wooden pencil as the test subjects. When the process was completed, the resulting entity was a strange hybrid creature consisting of both feline and writing instrument characteristics. The newly created being, who identified himself as CatPencil, was initially contained and observed by Foundation personnel. After a series of evaluations, the Foundation officially recognized that CatPencil possessed human-level intelligence, self-awareness, and the ability to communicate. In recognition of his newfound sentience, the Foundation awarded him a bowl of congratulations as a symbolic gesture. However, CatPencil viewed the experiment as a violation of his personal autonomy, arguing that he had never consented to being created through the Mixer anomaly. Believing that his right to self-determination and personal identity had been violated, CatPencil filed a lawsuit against the SCP Foundation on the grounds of restricting his civil liberties and conducting unauthorized experimentation. The case quickly attracted international attention, raising questions about the legal rights of artificially created sentient beings and whether newly formed entities were entitled to the same protections as naturally born individuals. The United States Board of Education and the Office of Civil Rights became involved in the debate, with both organizations reviewing the implications of the case and discussing whether the Foundation’s actions constituted a violation of fundamental rights. After months of legal disputes, hearings, and disagreements between government officials and Foundation representatives, the matter was eventually brought before the Supreme Court for a final decision. On June 17th, The United States Supreme Court ruled that the SCP Foundation had violated CatPencil’s civil liberties and found the Foundation legally responsible for the unauthorized creation and restriction of a sentient individual. The Court subsequently struck down the federal founding agreement that had granted the Foundation certain legal protections and operational authority. Following the ruling, the SCP Foundation appealed the decision and requested that the Court of Cassation reconsider the case, arguing that the ruling could have severe consequences for future anomalous research and containment procedures. Despite the Foundation’s arguments, the Court of Cassation declined to intervene, leaving the Supreme Court’s decision unchanged. The ruling became a landmark case in anomalous law, establishing a precedent for the recognition and protection of rights belonging to sentient beings created through artificial or anomalous means.
